TITLE 1 - PERSONS LIABLE TO PUNISHMENT OF CRIME
All persons within the State of San Andreas are liable to punishment, except where:

The defendant has diminished mental capacity

The defendant was protecting themselves from immediate harm
-
The defendant was protecting others from immediate harm
- The defendant is pardoned by the Governor of San Andreas

TITLE 2 - PARTIES TO CRIME
Any person who was aware of a crime before it was committed or failed to contact law enforcement in a timely manner will be considered a party to the crime and charged as an accessory or co-conspirator.

TITLE 3 - CRIMES AGAINST THE SOVEREIGNTY OF THE STATE
3.1 - MISCONDUCT IN PUBLIC OFFICE
An employee of the State of San Andreas who willfully neglects to perform their sworn duties or misconducts themselves to such an extent that causes public outrage and/or distrust.
Felony - 10 years imprisonment and $10,000 fine
3.2 - TREASON
Attempting to overthrow or undermine the lawful authority of the State of San Andreas.

TITLE 4 - CRIMES AGAINST PUBLIC JUSTICE
4.1 - FAILURE TO IDENTIFY
Failure to provide a law enforcement official with their government identification card upon request.
Misdemeanor - 1 year imprisonment, $1,000 fine
4.2 - RESISTING ARREST
Deliberately attempting to prevent a law enforcement official from detaining or arresting them.
Misdemeanor -
4.3 - OBSTRUCTION OF JUSTICE
Deliberately or negligently preventing a law enforcement official from conducting their lawful duties.
Felony -
4.4 - BRIBERY AND CORRUPTION
Offering a bribe or accepting a bribe to conduct yourself otherwise in accordance with the best interests of the State of San Andreas.

4.5 - FALSIFYING EVIDENCE
Intentionally changing, destroying or creating inaccurate evidence.
Felony -
4.6 - WITNESS TAMPERING
Threatening, incapacitating or otherwise preventing a witness from providing evidence to law enforcement.

4.7 - ESCAPES AND AIDING THEREIN
Escaping or assisting someone in escaping the lawful custody of a law enforcement officer or the state penitentiary.

TITLE 5 - CRIMES AGAINST THE PERSON
5.1 ASSAULT AND BATTERY
Intentionally or recklessly causing another to experience unlawful violence, force or injuries.
Misdemeanor -
5.2 ASSAULT AND BATTERY WITH A DEADLY WEAPON
Intentionally or recklessly using a deadly weapon to inflict violence or injury onto another.
Felony -
5.3 - ASSAULT WITH INTENT TO COMMIT A FELONY
Intentionally or recklessly inflicting violence or injury onto another with the intent to commit a felony.

5.4 - MAYHEM
Intentionally incapacitating someone or injuring them to render them defenseless.

5.5 KIDNAPPING
Transportation or confinement of another person and holding them captive and against their will.

5.6 ATTEMPTS TO KILL
Intentionally attempting to commit homicide, but not being successful in their unlawful attempt.

5.7 - HOMICIDE
Intentionally taking the life of a human being.

TITLE 6 - CRIMES AGAINST PUBLIC DECENCY AND MORALS
6.1 - OBSCENE OR HARMFUL MATTER
Displaying or otherwise exposing others to obscene or harmful matter that a reasonable person may consider to be distressing.
Felony -
6.2 - CRIMES AGAINST RELIGION
Aggravating offense for when a crime is committed solely based on the victims religion.

6.3 - STALKING OR HARASSMENT
Following, approaching, pursuing or otherwise continuing unwanted behaviour when requested to stop by the victim or law enforcement officer.

6.4 - PROSTITUTION
Engaging in sexual activity for financial gain.

6.5 - SEXUAL ASSAULT
Engaging in sexual activity with another who is not consenting.

TITLE 7 - CRIMES AGAINST PUBLIC HEALTH AND SAFETY
7.1 - JAYWALKING
Walking or crossing a road otherwise in accordance with street markings or designated crossings.
Misdemeanor -
7.2 - LITTERING
Disposing of waste products or garbage in an unsuitable location.

7.3 - POSSESSION OF CONTROLLED DRUG
Possession of a controlled drug with the intent to use it for personal use.
Misdemeanor -
7.4 - POSSESSION WITH INTENT TO DISTRIBUTE
Possession of a controlled drug with the intent to sell or distribute to other persons.
Felony -
7.5 - PUBLIC DISPLAY OF A FIREARM
Brandishing a firearm in a public place that is likely to cause alarm and distress.

7.6 - RECKLESS FIREARM DISCHARGE
Discharging a firearm in a location that is likely to cause alarm and distress without a reasonable excuse to do so.

7.7 - POSSESSION OF EXPLOSIVE DEVICE
Possession or control of an explosive device.

7.8 - ASSISTED SUICIDE
Encouraging or otherwise assisting a person to take their own life.

7.9 - MANSLAUGHTER
Unlawful killing of a human being without prior intent to deprive them of life.

8.1 - DRUNK AND DISORDERLY
Acting in a disorderly manner while intoxicated by alcohol.
Misdemeanor -
8.2 - CAUSING HARASSMENT, ALARM OR DISTRESS
Intentionally causing a reasonable person to feel harassed, alarmed or distressed.

8.3 - INCITEMENT OF A RIOT
Preparing, organising or encouraging mass public disorderly conduct.

Act of violence with the intent to cause or induce terror or fear on the general population.

9.1 - TRESPASSING ON GOVERNMENT PROPERTY
Entering and remaining on government property without authorisation or permission from a government official.

9.2 - FAILURE TO SECURE GOVERNMENT PROPERTY
Not locking or ensuring government property is secure before leaving it unattended.

Taking property of someone without consent

Stealing from a building or dwelling while trespassing.

Intentionally or recklessly causing damage to another’s property.

Intentionally or recklessly setting fire to a property.

Theft of a motor vehicle

Stealing property or money by force or through threats of violence.

Stealing property or money by force or through threats of violence while in possession of an item that is to be considered a weapon.

TITLE 11 - ROAD TRAFFIC OFFENSES
11.1 PARKING
Parking a vehicle in any location not intended for parking.
Misdemeanor -
11.2 HEADLIGHTS
Operating a vehicle without headlights during night time or when weather conditions reduce overall visibility.
Misdemeanor -
11.3 TRAFFIC LIGHTS AND SIGNS
Intentionally or recklessly ignoring traffic signals or signage.
Misdemeanor -
11.4 CARELESS DRIVING
Operating a vehicle without due care and attention for other road users.
Misdemeanor -
11.5 FAILURE TO YIELD FOR EMERGENCY SERVICES VEHICLES
Failing to yield and make room for any emergency vehicle that has its lights and/or sirens activated.
Misdemeanor -
11.6 FAILURE TO STOP AFTER MOTOR VEHICLE COLLISION
Upon being involved in a motor vehicle collision, failed to stop their vehicle in a safe location and contact the required emergency services or vehicle recovery agencies.
Misdemeanor -
11.7 - RECKLESS DRIVING
Driving a vehicle without regard for the law or the safety of persons and property.
Felony -
11.8 - EVADING LAW ENFORCEMENT
Intentionally disobeying or refusing a law enforcement officer’s instructions to stop. A law enforcement officer can instruct a person or vehicle to stop with verbal commands or using emergency lights and sirens on their police vehicle.
